While many European leaders remain wary of MBS due to his human rights record, President Emmanuel Macron of France has chosen a different path, fostering a close and dynamic relationship with the young Saudi prince. This unique bond has not only brought Riyadh and Paris into a strategic partnership across various domains but has also heralded a joint approach to regional challenges.

In 2020, with Biden’s democratic administration in Washington, MBS recognized the need to reshape Saudi Arabia's foreign policy and diversify its strategic alliances beyond its longstanding dependence on the United States. This shift prompted the French newspaper "Le Monde" to publish an interesting article shedding light on Saudi Arabia's aspiration to increase its power and establish more independence from Washington.



The evolution of strategic relations between Saudi Arabia and European powers, particularly France, signifies Prince Mohammed bin Salman's desire to distance himself from the Americans and cultivate a portfolio of diverse strategic partners. France's growing attention towards the Middle East region, especially Saudi Arabia, is evident in its pursuit of increased political and military influence in the Arab littoral sheikhdoms of the Persian Gulf, where Saudi Arabia holds particular significance for Élysée.



Several factors contribute to Riyadh’s importance to France. Firstly, the kingdom possesses immense energy resources, making it a crucial player in the global energy market. Recognizing the significance of securing energy supplies for its own development, France has sought to forge closer ties with Saudi Arabia to ensure a stable energy partnership.



In recent years, bilateral cooperation between Paris and Riyadh has witnessed a notable upswing, particularly in key areas of mutual interest. For instance, discussions held earlier this year centered on reinforcing joint cooperation in nuclear energy, effective management of radioactive waste, and the development of human capabilities. A cooperation agreement was signed to solidify these endeavors.



Moreover, reports from Arab sources indicate that Saudi Arabia is actively exploring the procurement of 54 French "Dassault Rafale" fighter jets, signaling a deepening of defense ties between the two countries. During a recent visit to Paris, the Saudi Minister of Defense engaged in extensive discussions with his French counterpart, touching upon bilateral cooperation and the latest regional developments. This meeting culminated in the signing of an executive plan outlining cooperation in the military industry, research, and development, further cementing the growing partnership.



The burgeoning collaboration between Paris and Riyadh is driven by shared interests and the recognition of the balance of power in the West Asian region. France, cognizant of the evolving dynamics, seeks to enhance its relations with Saudi Arabia, reviving its influence in the region and opening new avenues for French interests. Concurrently, the young Saudi Crown Prince, as a member of the United Nations Security Council, endeavors to establish close ties with French companies to expedite the transfer of technology and industrial tools, aligning with Saudi Arabia's ambitious 2030 vision.



In this era of shifting alliances and emerging geopolitical realities, the Saudi-France partnership represents a paradigm shift. It exemplifies the potential for countries to forge new paths, transcending traditional alliances and creating collaborations based on mutual interests.
