Two members of the US Senate Foreign Relations Committee created two bills to increase US security cooperation with "democratic partner nations" in Latin America. The Foreign Relations Committee of the Upper US Legislature then unanimously advanced the Western Hemisphere Partnership Act and the Caribbean Basin Security Initiative Authorization Act, putting both bills to a vote by the entire Senate. The Western Hemisphere Partnership Act by James Risch, the top Republican on the committee, would require the State Department to work with other federal agencies to "enhance the institutional capacity and technical capabilities of defense and security institutions" in "nation-friendly" countries and the Caribbean, with Cuba , Nicaragua and Venezuela excluded from the initiative
