He [Ayatollah Naeini] identifies the core point of an Islamic government as being the principle of Wilayah [Guardianship]. He refers to it as the Hukumat-e Wilayah [a government based on Guardianship], in contrast to Malikiyyat-e Istibdadiyyah [Despotic Governance]. He uses such a phrase to contrast the government of Wilayah – the Islamic Wilayah government – with Despotic Governance. This means that the essence, substance, and spirit of legitimate governance is "Wilayah," which is a very important matter in itself.
