Ayatollah Naeini in his book Tanbih al-Ummah, explicitly states the necessity of establishing an Islamic government

He [Ayatollah Naeini] believed in the establishment of an Islamic government. The formation of an Islamic government in itself is an ideology. Of course, he didn’t specify the form of the government, but he explicitly stated in his remarks in Tanbih al-Ummah that an Islamic government must be established.
