Preconditions of the Zionists before attending Madrid Conference (October 1991):
1. No members of the Palestinian Liberation Organization or Palestinians living in al-Quds be present in the conference
2. The Palestinian delegation cannot independently take part in the conference; a Palestinian-Jordanian delegation can attend.
