Protesting is legitimate, but protesting is different from rioting

The shopkeepers' protest about the excessive surge in foreign exchange is valid. What’s important is that a number of mercenary individuals provoked by the enemy, hide behind shopkeepers and chant slogans against the Islamic Republic of Iran. Protesting is legitimate, but protesting is different from rioting. We talk with protesters. The officials must talk with the protesters. But, there’s no point in talking with a rioter. Rioters must be put in their place.
