In May 2013, Tamir Pardo, a key figure in the Mossad, presented a plan against the Iranian nuclear program to Meir Dagan, which Dagan developed it into a bold, five-pronged approach:
- heavy international diplomatic pressure.
- economic sanctions.
- supporting Iranian minorities and opposition groups to help them topple the regime.
- disruption of consignments of equipment and raw materials for the nuclear program.
- finally, covert ops, including the sabotage of installations and targeted kill¬ings of key figures in the program.
